What is Expressive Activity?

Any person is permitted to engage in expressive activities in traditional public forums freely, as long as the person's conduct:  

• Is not unlawful 
• Does not materially and substantially disrupt the functioning of the institution. 
• Disruption of the normal academic or operational functions of the university, including interference with the free use of corridors and entrances to rooms and buildings is not permitted.

Amplified Sound

• Amplified sound will not exceed 80 decibels within 50 feet of the speakers when sound is used outside. 
• Amplified sound may only be used in Garcia Plaza & Lee Plaza from 11:00am-1:30pm, after 5:00pm Monday-Friday, and weekends on a case-by-case basis. 
• Speakers and/or sound amplification devices must be more than 50 feet from, and directed away from, any classroom building, residence hall, library, or other locations in use. 
• Amplified sound may not be used in the following outdoor spaces: 
• Breezeway/Spine 
  • In front of Center for Sciences 
  • In front of Bell Library 
  • In front of Corpus Christi Hall 

Unless designated as public, “Meetings” are considered private. 

• Unless designated otherwise, campus “Events” are generally open to the public. 
• Demonstrations may be held in traditional and designated public forums. 
• Certain campus locations are off-limits for demonstrations where meetings or events are taking place. These include: 
  • Classrooms, seminar rooms, auditoriums or meeting rooms in which classes are being held or immediately scheduled
  • Residence hall rooms 
  • Faculty and staff offices 
  • Academic buildings 
  • Administration buildings 
  • Health Center facilities 
  • Mary and Jeff Bell Library 
  • Research and computer laboratories 
  • Research facilities 

• Any person who believes that their campus expressive activity right, have been unduly interfered with by a student, student organization, university group, or university employee has the right to file a grievance. 
• Grievances should be filed with or referred to the Employee Development and Compliance Services department (EDCS). 
• A student, student organization, university group, or university employee who is found to have unduly interfered with another person's expressive activity rights is subject to disciplinary action in accordance with the university's applicable rules and procedures (see University Rule 08.99.99.C1 Expressive Activity on Campus). 
• If a violation of this rule was found to have occurred, the report will be referred to the appropriate office for further action. The referral office will be determined by the status of the offending individual. 
• The investigative report will be handled by the appropriate university entity as follows: 
  • the President, appropriate vice president, or designee for faculty and staff. 
  • the Student Conduct & Advocacy Office for students and student organizations
  • the respective authority over the individual/group for third parties and contracted partners where applicable.
